Stray dogs and their human pets

One week ago (8 days ago, to be precise), I went to a friend to see some movies. I went with a bus. Right on the bus station there was a stray dogs shelter (nothing fancy, just some boxes). Two persons were feeding stray dogs. One of the stray dogs vividly barked at me, and came close to me. The two persons continued to feed the dogs. Yesterday I went again. Same friend, same station. Again, some dogs barked, this time at a different person.

Questions:

  • Why is feeding the dogs at that specific moment more important than helping me with the aggressive dog?
  • How can you still feed dogs, if you see they act aggressively? You want to help them to live to do what?
  • If there is a large area where you could build the shelter, why build it right in front of the bus station (it was somehow in the middle of nowhere, plenty of other spaces)?

I would prefer the cities of Romania to be without stray dogs. I don’t know the right solution for this, but I do prefer them empty rather than with dogs.

The three questions above present an illogical situation to me.
